Weird simplification of vehicule model at some distance

This video was done for collision test purpose, discard this aspect.
Look at the wheels of the Humvee when it's far away.
It looks like the wheels are replaced by a flat rotating texture, which makes them blink a lot.
Shouldn't the wheels be replaced by a non rotating texture instead, at far distance ?
this would avoid the ugly blinking effect.

Watch the tires when the humvee is heading in your direction.
There is a small blinking effect on the video that is very clear when you watch it in the game directly.
The blinking effect stops when the vehicule is close enough and the model gets back to full details
