server/player logic can go wonky for hosted games

Description

Things like regions create signs round them. For a hosted game, this can go horribly wrong. The host player is also a server so ends up creating non-local objects !

This needs careful thought - the original code attempted to 'do the right thing' for server vs client side code but it's hard to know what the 'right thing' is without knowing the intent of the application layer.

Leave open for now.
