~CHANGED: Replaced all locked commands with A2/OA/TOH compatible CBA_fnc_locked function, fixes #30319

The locked command in TOH (so probably in A3 too) does not return a boolean value anymore but a number.

0 = Unlocked
1 = Default
2 = Locked
3 = Locked for player
