Description

Although its better in 4.3, its still not ideal.

Suggest that we review and improve:

1. mps_getflatarea function
2. BIS_fnc_findSafePos function

This is needed for 4.3 as currently the EN POP module is too slow in initialising.

issue was that mps flatarea was called much too often when not needed and was searching in a too big _graduationarea.
now its called only when a camp is created and is finding really flat positions for it. If it fails it falls back to original pos (+randomradius), occurs in less then 5% as i calculated from my last few testingruns
