Make hand signals bindable

Hand signals are currently hard-coded to the numpad keys. Obvious conflicts happen if someone uses those keys for normal gameplay.

I've added a button to the Hand-Signals dialog which toggles the binds on/off. Will be in soon-to-be-released patch. Affected users will have to toggle this at the start of each mission for now.
