This isn't necessarily just a sniper rifle technique, and is used just as often with smaller short barreled rifles, sub-machine guns, and ar/ak platforms. With smaller weapon platforms, it's pretty typical to use a single point elastic sling as a retention device that welds the weapon pretty firmly to your shoulder to help steady the weapon. I do this regularly when I'm shooting. It isn't some huge drastic change as far as recoil goes, but it does help. It's pretty effective at reducing sway though. With smaller guns that don't typically have stocks like the UMP or MP5 k, it's the same idea, only in reverse. You hold the weapon out taunt against the sling to stabilize.

Overall, I think a sling system should be considered for every weapon, even if it realistically wouldn't add just this specific benefit to certain weapons. For instance, if I'm carrying around a large rifle and need to switch to a sidearm, or do something sans a weapon in my hands, I'd never take the time to maneuver it around to my back. I'd just simply drop it, and the sling would hold it at the ready position till I need it again.
