Base Protection mode - resistance defeated

Description

Add a param that turns on base protection mode

choices could be

1.deactivated
2.distances eg 1k,2k,3k

What it does:-
It would place a protective border around the teams bases (using the maybe the mhq as the center ?)
enemy entering the protection have limited time to leave the area before they die
enemy entering and leaving and re-entering would have decreased time to leave each time they entered the protection border (to stop them trying to attack the base on the edges of the boarder)

If param is ON only 1 base is allowed so base buildings would need to be restricted to one only
moving the mhq would turn off the protection until new base is placed and moved.
Protection boarders would not be allowed to overlap.

Once resistance have been defeated (eg. all towns are owned by either blufor or opfor) and the SV has reached the position on the last taken town that resistance cannot possibly retake it.
A message would be sent to all players with maybe a sound notification aswell stating that "Base Protection Removed Base Attacks Are Allowed".
Then the protection boarder would be removed on both sides

reason for the idea :-
I think this would stop base hunters from joining just to destroy a base and leave.
It would premote taking of towns first and team work before base attacks.
