We need some Skype/SkypeGroup overview Page, where all public/semipublic Skypegroups are listed, maybe with skypeto: link to join them. If that is not possible then atleast some message box with which you can request to be added. Its sending some pm or email to the groupinitiator/admin. Maybe even it could just send an skypeinvite or skypechatmsg to this person? (via ruby-skypeapi magic?)

Good suggestion. We have a Skype wiki page.
Not sure if this is the correct place though.

Do skypeto: Links exist at all (for groups)?

Nah, the Skype wikipage might have a link to the Skype Group Overview page, thats all.
If a skypeto: can work on groups has to be tried with someone with accesss to html source, i think it wont work straight from a wiki page which uses wiki markuplanguage.

Other than that, maybe some rubylove could use the new skype api things to get something like that, maybe have a kind of public 'lounge' group where ppl can join from there and request addition to other groups or their group be added to that list or soemthing like that.

Skype Groups should not be publicable joinable as DH Lead takes care of them. A list is nice, but there is no linkage possible.
Maybe Spooner is interested in a Ruby Skype client-ish thingy. I have no time for it sorry.
