spawns in random locations, is the most heavily defended and supplied - has High-value targets there and there can be multiple ones if there are multiple terrorist organisations

If they're heavilly defended would be better to keep them away from roads, i recall pop trying something simmilar on a Afghan MSO where it would slowly get bigger and bigger until it was taken out but there was issues with it being 300m off the only road into the area and after a period of time the enemy would expand and small groups on patrol would have no chance of escape... then again that could add to the experiance :D
