Description

Wolfy's AIPlugin idea (creating terrorist cells in unpatroled areas) once the terrorist cell gets a certain size then the leading terrorist - founder of the the group - moves up the chain of value from low value target to medium to high (depending on strength, number of attacks on the coalition, reputation and funding).

It would be set-up like a notice board (notepad feature) having a list of all the targets that are known to us, the more information (intel) we get, the more we know of the target. We should have informants and civs etc who tell us some info too, the more evidence we find the more we know. And depending on the type of evidence, for exmaple, maps lead to terrorists whereabouts and money leads to people funding them, photographs give us an ID (identity) on the terrorist.

Yes we could either find the intelligence ourselves (HUMINT) in order to put the priority of the target up and on the list, this would require quite a bit of surveillance, following and marking the targets daily routines and trying to link him or her to an organisation and then find the rank of which they within that organisation. We could get intelligence from external agencies, civilians and captured pows also.

Some targets who are ranked within the organisations will not be on the list to start with and we will have to find intelligence/evidence linking them to terrorism in order to put them on the list of wanted.

External agencies, so if you return to base and check the notepad/weather/terminalthing theres a random chance of intel being provided and the abillity to question civilians and capture POW's more easiliy (CiM i guess then once they are returned to base they can be deleted to neverland in exchange for intel or lack of :P )
