nearRoads is broken too (and should ignore the z-coordinate from the given position)

The command nearRoads should not interpret the z-coordinate. Even given the correct 3d position, the command is likely to fail (highly related issue: http://dev-heaven.net/issues/11704 which has been fixed by now). Similar to isFlatEmpty, it doesn't make any sense to interpret the z-coordinate, since roads in this engine are always on surface-level.

I guess this fix could prevent some guys from pulling their hair out in frustration. :)
