Allow packing weapons without volume restrictions

Under weight restrictions, no need to restrict the ability to pack weapons by volume, aka (put as many weapons on back as you can).
Set ACE_SIZE = 0.1 to all weapons.
Then a player can use pack actions to carry 10 weapons if he can handle the weight.
Also need an "invisible, 1 cc ruck" added to all units by default to always have this feature.

We need to make sure we always have a pack to be able to carry weapons. So when you're not carrying a real pack, automatically give a "magic pack" with very limited volume (1cc). Since you're going to drop it when you grab a real pack instead of it, we will probably want some kind of invisible model that gets deleted when dropped, then re-created when you don't have a real pack anymore. Sounds maybe too complicated, perhaps we should wait and see what OA does with packs.

The "magic 1cc" idea is nice, but probably more complexity than makes sense right now.

The one feature I miss is being able to pack AT4s. I have no clue how difficult that would be to implement, but it might help put an end to our SF style groups running around with 1/2 the team carrying SMAWs.

It's hardcoded in ace_sys_ruck, disposable launchers can't be packed :(
